        Changing arts policy starts with lobbying

        Why we lobby

        The arts need support. Lobbying is how we get it.

        Affecting change on a statewide level is no small task. That’s why we lobby for increased funding and support for the arts. Through our efforts, we’ve been able to establish strong partnerships with California’s top officials, secure over $101 million for the arts in 2022 alone, and help pass 3 historic investments in arts education in 2022. And we’re just getting started.

        Policy Framework

        We believe access to the arts is a human right. We seek to support policies that position the arts to address the inequities that have led to a chronic state of injustice and oppression. We work to ensure resources are directed to offset years of economic, social, and cultural disparity in our state and in our country by addressing systemic racism in the arts.

        Legislative Priorities

        We support creating fair creative employment opportunities within the economy and recognize that artists are an essential workforce. We support keeping and incentivizing creative industries in California. We support public art, creator’s rights, cultural districts, business loans, and technical assistance for artists and creatives. We support resources for the economic growth, sustainability, and equity of the arts and cultural field.

        January

        2025

        New Legislative Sessions Kick Off and Governor Issues Budget Announcement

        Participate in CA Arts Advocates (CAA) letter action: “Welcome Your State Legislator”

        Participate in advocacy actions in response to the Governor’s budget announcement

        Get to know your elected officials - Research their interests, committees, and what is important to them. Strategize how the arts align with and/or could serve your elected officials’ priorities.

        Februrary

        2025

        February 16, 2024 is the deadline for California Bills to be submitted

        Look for announcements from CAA on bills that have been introduced this legislative cycle

        Ask your city or county to recognize April as Arts, Culture & Creativity Month with a local proclamation

        Attend and make public comment at the February California Arts Council meeting to put on public record with the state about what the field needs.

        Call/email three family members or friends and ask them to help in future advocacy efforts.

        March

        2025

        March is CA Arts Education Month

        Invite elected officials to your events during April or schedule in district meetings while they are in district for Spring Recess

        Attend a school board meeting and ask how are they implementing Prop 28 locally and ensuring access for all students

        Attend and make public comment at the March California Arts Council meeting to put on public record with the state about what the field needs.

        2025

        April is Arts, Culture & Creativity Month!

        Participate in your local and regional promotion and activities for ACCM!

        Download the ACCM Activate Public social media toolkit and share weekly posts to amplify the impact of arts, culture and creativity in California and to your community

        Join us at the Capitol for the CA Arts & Culture Summit & Advocacy Day (April 22, 23)

        The Governor submits the “May Revise” Budget to the Legislature

        Participate in CAA action alerts in response to the Governor's May revise and share with your network. 

        Thank your legislators for attending your events and/or meeting with you during your April in district meetings and invite them to your summer events

        Share the outcomes of your in district meetings and Proclamations with CAA!

        June

        2025

        The deadline to pass the California State Budget is June 15

        Watch for ongoing action alerts and communications from CAA and share with your networks to urge your legislators to support the arts.

        Research your local government’s budget cycle, and make a plan to advocate.

        Identify legislators who are arts champions and invite them to be honored at an upcoming event.

        July

        2025

        CA state Assembly and Senate Summer Recess is July 19-August 17

        Send a thank you note to your legislator if they voted in support of any arts funding or legislation.

        Revisit your personal story that you use when developing relationships with elected officials. What was your first exposure to the arts? Why did you become an arts advocate? What data do you always want to share when first meeting with elected officials?

        Schedule an in district meeting with your U.S. Congress representative while they are in district.

        August

        2025

        U.S. Congress Recess is this month

        Make sure your elected officials and/or district staff people are on your mailing list for invitations to your concerts, openings and/or events. Send them press releases about your organization, and if applicable, send a thank you for a CAC or NEA grant.

        Schedule an in district meeting with your state legislator while they are in Interim Study Recess.

        Plan an event to celebrate the CAC’s California Arts Day on October 2 (first Friday in October) and invite your elected official to attend.

        National Arts in Education Week begins the second Sunday (September 13) State Legislature Interim Study Recess September 12 - January 4

        Visit your state legislator in the district office and/or invite them and staff members to an event. 

        Schedule a meeting with your U.S. Senator while they are in district in October in celebration of National Arts and Humanities Month 2025 Tentative Senate Schedule

        Attend and make public comment at the September California Arts Council meeting to put on public record with the state about what the field needs.

        October

        2025

        October is National Arts and Humanities Month

        Send a note to your U.S. Congress representative in celebration of National Arts and Humanities Month and share the value and impact of the arts on your community

        Visit your state legislator or U.S. Senator in the district office and invite him/her and/or staff members to an event.

        Attend and make public comment at the October California Arts Council meeting to put on public record with the state about what the field needs.

        November

        Write about the value of the arts in your local paper!

        Review your local government’s economic development plan to see if creative economy and arts and culture are playing a role. 

        Write and submit an Op Ed for your local paper about how the arts impacted your community

        Add your legislators to your holiday card list and invite them to your winter events

        Let CAA know of relationships you’ve developed with elected officials and the arts champions you have discovered. This will be useful for planning next year’s Advocacy Day legislator meetings.

        Send congratulations to your state or local officials for their accomplishments this year and/or honor them as an arts champion

        Research your local officials, find something they accomplished, then send a congratulatory note

        Honor your state or local officials as an arts champion during your winter events

        Attend a City Council or County Board of Supervisors Meeting to learn more about local priorities and make public comment to the impact of arts and culture in their communities
